powersupply active PFC

I ordered a Thermaltake Powersupply that is active PFC. I called Thermaltake because I was unsure what the difference was between two model powersupplies. They said the other model wasn't active PFC, but it didn't matter in the US. The active was $11 more. Just curious which would be the better value.

My new Antec is active PFC. Apparently it adjusts the frequency of the power coming in to provide more stability. Someone with education in electrical engineering would probably provide a better answer as to why this is. One thing I did notice is my new PSU throttles down the volts when they're not being used. I saw my 12v drop to 10.5 when the PC was idle but when running hard it was dead steady at 12 again. Antec support said this was normal as it conserves energy this way. Dunno how true that is but it worked well on my ultra-PSU-finicky Tyan.
