I'd like to extract the closed captions from a DVD and then lay them over the video when it's rendered. Is it possible to extract them as a useable file for something like Vegas Video?

You need the SCC Tools by McPoodle (he's the man!). It might be difficult to keep the CC layout once you've extracted them. Most probably, you'll have to settle for a usual subtitle format - centered at the bottom of the screen.
