Can't fast forward or rewind...?

I used this guide http://www.videohelp.com/forum/userguides/159399.php. When I play the movie I can't fast forward or rewind. I have a lite-on dvdrw sohw-812s and I burned it on a lite-on dvd-r. It played on my xbox and my dvd player on my moms computer but I can't fast forward or rewind on either. Did I do something wrong?
And another thing is on this guide it says I should be using SVCD2DVDMPG when I'm using SVCD2DVD. I tried using SVCD2DVDMPG but it didn't look like the picture of it on the guide. SVCD2DVD did look like it. Was that confusing?

Demo #2 encapsulates all the recent additions to SVCD2DVD. It is in fact based on the latest build. There are the following limitations:

A 30 sec clip is appended to mpg files.
Max file size of 1GB for any given mpg asset.
No FF/REW or NEXT/PREV on authored DVD
