How can I put a jpeg or other image file on top of video tha

Hi all,
I was just trying to figure out how I could add an image on top of my video, I would like to add a clip art image to the beginning of the video to make it a little more "exciting". Can anyone tell me how to do this, and what software I would need?

is this just a still pic to beginning or placed in middle of movie?
if in beginning use nero and use it as title screen if in middle you will need editing software ie adobe premier.

I guess that you could say I would want to put it in the "middle of the movie" so I will look for some software I guess, anyone know of any other software that will let me to do this?
