Region 7 anyone?

I was wondering whats region 7 and 8, i once went on a website and told me region 7 is for television broadcast and region 8 is for airplanes and such....this true?

Region Code Breakdown

Region 0: Will play on any player and in any territory

Region 1: United States & Canada

Region 2: Western Europe, the Middle East, South Africa, & Japan

Region 3: Southeast Asia including Hong Kong

Region 4: Central & South America

Region 5: Africa, Eastern Europe, & Central Asia including India

Region 6: China

Region 7: Reserved

Region 8: International locations (such as airplanes & cruise ships)

I think you'll find that Region 4 is Oceania (Australia, New Zealand, etc)

so if region 7 is for broadcast, then why arent tv shows on dvd region 7 instead of region 1?.....what broadcast then? (the technical term for its use?)
