Problem with aspect ratio

I am converting a DivX avi into a vcd compatible mpg using TMPGEnc. The video was shot in widescreen, and when I convert it, the aspect ratio is all messed up.

The closest I have come to accuracy is by doing other settings>source aspect ratio:1:1(VGA) and video arrange method: Full Screen (keep aspect ratio)

when I do this, the resulting mpg is in widescreen, but the video has shrunk when compared to the original avi. What am I doing wrong here? any help?
