Poor picture (im new... please help)

Hello everyone.I'm comparatively new to this field please help me.
MY PC SPEC: P4 1.7Ghz 256MB Ram ATI Radeon 7000 64MB
MY PROBLEM: I use "Usb instant video" (by ADS Technologies), Panasonic vcr and "Ulead Video Studio 6.0 SE" for capturing vhs tapes into the computer.After capturing video, the picture quality is lik that of pirated movies, a bit blurry and not very clear, regardless of whether the original tape is very clear or not. I dont kno wat to do.Should i use any video filters to increase clarity or do somthin els? Please help.

does it use USB 1.0? capture devices using USB 1.0 tend to capture at low resolutions (352x288) therefore your final movie file will be of lower quality compared with devices that can capture at higher res. (usb 2.0, ati VIVo etc)
