I have converted a Divx encoded AVI to MPEG-2 using TMPEGEnc. The M2V file (no audio) plays fine when viewed by a MPEG-2 player, but when I author it using IfoEdit and the VOB file is created (muxing the M2V and WAV file) the audio plays at normal speed and the video plays 3X faster than the audio.
Anyone have any ideas? Should I try muxing the M2V and the WAV with TMPEGEnc instead?

Well, I converted the audio to AC3 with BeSweet and that seemed to do the trick. Everything is now in sync. I don't know why the audio format was causing the video to play fast, but hey...
