My assumption:
I believe 80-min CDR disc could hold 700MB.
And VCD specs stated video at 1150 kbit/s and audio at 224 kbit/s
That would make 1150+224 (1374 kbit/s, or 171 KB/s, or 0.1677MB/s)
Max Playtime (sec) = ( 700 / ( 1374 / ( 8 x 1024 ) ) = 4173.50 seconds.
Max Playtime (min) = 69 min
Thats 1 hrs and 9 mins.
Am I right?

you are not right. vcd 2.0 spec allows 796mb on a 80 min cd, also tweaking templates you can get up to two hours of video on a 80 min cd for one example see www.kvcd.net

An 80 minute CD holds approx 80 minutes of VCD movie data. Your calculations are in error as VCDs are recorded mode-2 which allows for approx 800mb on an 80min/700mb (mode-1) CD.
Also, when secretagent stated: "tweaking templates you can get up to two hours of video on a 80 min cd..." be advised he was talking creating XVCDs which are not strictly compliant with the VCD specifications, hence the "X" in the name.
If you stick with theVCD STANDARD, 80 min CD will hold 80 minutes of VCD data.
Taking into account of some overhead, you can fit about 79 minutes and 45 seconds worth of VCD data onto an 80 min CD-R (single track, minimal overhead) without overburning.
