How to convert MPEG1 on Mac?

I have a 320x240 MPEG-1 file, which I need to convert to 320x288 (PAL) to put on a VCD. Is there any program for the Mac that will do this (I know it can be done on Windows using TMPGEnc)?

first, use Mencoder in the terminal to convert to a .avi

mencoder -oac pcm -ovc lavc /path/to/input.mpg -o /path/to/output.avi

This should not take too long.

Open the resulting .avi in Quicktime and choose TOAST VCD EXPORT
click on OPTIONS and select PAL and export.

This will not only change your resolution, but change the framerate for you with ZERO loss in sync.
