    if i capture in 640x480 via a VCR will it look good in a 720x480 DVD?

    No, the resolution is too low. It's generally a bad idea to try and encode up. If you wanted to, you could go down to half D1(352x480) and be OK. If you want the full D1 resolution, you'll want to capture at 720x480.
