Best frame rate/bit rate?

I just got a Pioneer 343 because it does everything, as apposed to my sony. So now I have really started getting into decoding the flicks. I use TMPGEnc to go from my avi's to svcd. I am trying to get the best quality I can and I have been using the standard svcd template for ntsc. I saw a lower frame rate give better pix? One avi I did last night ran fine until half way through and it started getting real blocky, fwd past it and the rest was ok. What gives? If anyone has a good setup PLEASE let me know!

I'm using 2x VBR with a avarage bitrate of 2500 and a max bitrate of 3500 which works for me.

I'm working in PAL which by nature is more perfect than NTSC and although these settings are OK, I still think that recording to my VHS system gives the best result (but I have a new 6 head VHS recorder)
Of course when you play a VHS tape more than 10 times, quality deteriates (I have a two year old son, who likes to watch tapes over and over and over)

your quality is good but what if he wants to do a whole movie that is around 90 or 100 minutes? If you are doing a movie like that or even longer, go into the tools sectionand dl my ShiZZZoN template along with a doc file explaining everything in tmpgenc, its helpful

Thats the thing, most movies nowdays are about 100 minutes long. I have been using 2500 as my max bit rate with about 1500 as min. I also use the 29 fps setting.
