  1. I have recorded two airings of the same show onto my PVR. They are as MTS files which I've separated as MPV and AC3. I'm looking for a program that I can use to cut out the commercials and replace the bad frames from the re-airing without re-encode as unlikely as that seems. Any feedback would be much appreciated.

    Since you mention MPV I assume MPEG video. I would convert the MTS to MPG with FFmpeg and edit with Mpg2Cut2:

    ffmpeg.exe -i "input.mts" -f vob -codec copy -async 48000 "output.mpg"

    Mpg2Cut2 is not frame accurate. You can cut at GOP boundaries. You will have to pay for an editor if you need to cut on specific frames.

    That is fine. I don't mind paying. I just need a suggestion or two of something that is somewhat intermediate lol

    Smart Cutter is the cheaper option, and VideoReDo is the expensive option, but the VideoReDo trial may be all you need for a one-time project.
