I simply want to take AVI/MP4 videos and re-encode to a smaller filesize for sharing on sites like Youtube/Google Video. I see that AutoGK has an option to set the desired output file size. Is there any other tool that does what I want or is AutoGK the best choice?

Do I need to install the optional components of AutoGK such as the VobSub/AviSynth or are they only used for adding subtitles? Do I need to install the Xvid codec if I already have one installed?

You don't need vobsub but you might need the koepis xvid codec if you for example just have ffdshow. But just try install autogk and test convert, if you receive error messages then install the required tools.

You could also use a simple ffmpeg frontend like WinFF.
