    I know that there is dedicated hardware to do tbc to clean up audio signals. Is there software that will use a computer to do the same thing?

    TBC = Time Base Correction, which is actually to clean up analogue video signals, which can include correcting audio sync issues. No software TBC exists to my knowledge.
