Slow down Video play speed.

Hi

I do have a Dvd song in vob format. The audio found to be poor in that video but i have the same song in Audio cd wave format. When i try to merge wave file with that dvd vob file i am facing sync issue ie.. video moves fast that new audio. i want the audio play speed as orginal in wave track and i want to adjust video movement according to that new audio. Which is the right tool to do it.
