    Hi,

    Just a quick question. If I have a avc video file with constant bit rate of 1500, does it make positive quality change if I increase the bit rate?

    Nope,increasing the bitrate on a re-encode will never increase quality.Filtering might help issues.

    It's like taking a 720x480 dvd video and thinking that re-encoding it to 1920x1080 will make it HD.

  4. Take a wrinkle free piece of aluminum foil (uncompressed video). Scrunch it up into a 1 inch ball (compress to 1500 kbps). Open it up flat (uncompressed video). Note how wrinkled it is. Scrunch it up into a 2 inch ball (recompress to 3000 kbps). Open it up again (uncompressed video again). Is it more wrinkled or less?
