    I used TMPG Enc. I ripped the movie of a DVD and used DVD2AVI and then TMPG Enc. I made my own template, it's VCD, 352*240, 4:3 NTSC, 29.97 fps, birtrate-99999, VBV-0, 4:2:0, 10 bits, highest quality, progressive, field B, and 1:1 VGA. I got that error about 13% into the encoding process.

    you can either delete the bad frames using VirtualDub, OR use a program called AVI2VCD. it doesn't have many options and it's slower, but it works this way.
