There's no need to pay anyone when you can do it yourself quite easily. To what format do you want to convert it? DVD, MKV, AVI, what? Once we know that we can suggest free software. Maybe upload a small sample of your source here.

We are not joking either. Stop asking - not going to happen. No matter how many question marks or exclamation points you use.
What you uploaded to us is either.
A. FAKE - you got hosed
B. Corrupted - something is wrong with your HDD, Recording/Reception, or your transfer process - you got hosed
C. Encrypted DRM - you are LOCKED OUT of trying to use this in ANYTHING except your original DVR. Those are "the rules", you can't break them, we WON'T break them (because it's quite illegal).
This is after examining it closely with MediaInfo, various TS tools, and Hex Editor.
I don't recommend this really, but your choice is: next time, use the analog loophole of feeding a composite side-channel/duplicate lo-rez output into a separate capture PC. It'll look like garbage, but at least you'd have something. But this copy is unusable.
Time to accept the reality of the futility of the situation and move on...
