I live in England but everytime I encode a mp4 with TVM5, it is encoding them as NTSC. I am encoding 720x576 and 25fps. Yet when I check in MediaInfo, it says the Standard is NTSC. Cant find any option to change it. Any ideas?

Can you post the full mediainfo details? In mediainfo change to view->text to copy it.

I guess mediainfo just shows correct standard(PAL, NTSC) for mpeg2/DVD and dv-avi. Other formats doesn't really need to use any pal/ntsc info.

So should I just ignore it?

Yeah as Baldrick said, ignore it. Just forget PAL at all for HD video. And NTSC too for that matter. The only thing that makes HD either "PAL" or "NTSC" is the frame rate settings because the size of the actual frame on HD is the same now - unlike the analog days. 25fps is the correct option for "PAL" HD, so looking at your details here you're all set.
