Depends on what you need done. If it is some kind of physical tape problem, try VidiPax (http://www.vidipax.com) or Video Interchange (http://www.videointerchange.com) .

For video image problems, maybe lordsmurf (http://www.digitalfaq.com/services/video/index.htm) or Video Conversion Experts (http://www.videoconversionexperts.com)[/url]

I have seen some of the examples of the work that is done by members of these forums. Some of the work is really good.

VHS to DVD shops, are going to press play and record that is about it. They are going to record to a DVD in 2 hour mode and it is going to be crap.....

Lord Smurf is more detailed than that.

Full Video restoration in my opinion should cost $500 to $3,000 (that is on the low end), that is how hard some of the work is. Hours and hours and than diving in to the details. The more detailed the work the more it should cost.
