I have four 1-hour DVDs (complete with menu and chapters) that I'd like to backup to one dual-layer DVD.
I'm not too interested in a fancy menu, but I'd like to maintain the chapter marks from each video and maintain their quality.
What would be the best tools to accomplish this?

Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

There is no way to do this without some quality loss. Baldrick's suggestion is probably the easiest way to do it, but again, you can expect some quality loss. Whether you consider it to be small or large quality loss is something you'll have to determine after you do it.

It's not actually 4 hours, it's about 3.5 at standard "SP mode" usage. (5000-5500kbps 720x480/576)
