Since he has been allowed to re-register (software weakness ?) he, technically, has another chance. Whether he deserves it is debatable.

When I was a forum mod, I had one very troublesome guy who deserved to be banned. Trouble was he immediately re-registered and was soon mouthing off about injustice.
