Missing options in FFMPEG ? ex: cartoon for libxvid .. Please help!

Hello ,
I have some mobile phone devices profiles , taken from x media recode ,
I want to convert them to ffmpeg commands to use them online..
There are many options that I can not find for ffmpeg ( searched manual , google , irc , EVERY WHERE ) ..

For example, how can I set Cartoon to true in FFMpeg ?
I can not find 70% from the options that libxvid takes in ffmpeg manual , how do you pass options for this library !!?
