    I need to add voice through mic to vcd (or any other video file). Can you recommend a freeware that is easy to use.

    Audacity. It will be a two pass exercise, but that will happen with most software anyway. Use Media Player Classic or VLC to play the video using the "Always on Top" option. While it plays, record with Audacity. When it's done, mux the video and audio together to create the final file.

    is it also possible to do it in this way when the picture has to be paused for a moment and the voice should go on(like translation) and then how will this video file be saved?

    I don't know what you are trying to do with this, or how you intend to use it.

    Audacity will allow you to record audio and save it as either PCM wav or MP3 audio.

    If you are going to pause the video, you need to do this in an editor that allows for a freeze frame type effect.
