The Bitrate Calculator says a bitrate of 4853 will yield a 2 hour dvd.
DVDs are made to fit 2 hours of video, correct?
so does that mean 4853 or higher will always yield excellent quality video?

No. No correlation at all, really.
DVDs can be any running time, and it's just arbitrary marketing speak that lists them as 120 minute discs. You can push up to about 7 hours on a DVD if VCD quality is your thing, or alternatively, many here swear by sticking to 1 hour's worth using CBR 8000.
The content contributes to the suitability of the bitrate also. For example, to retain the same quality, a high action kung fu / martial arts movie may require far higher average bitrates than a soppy "talking heads" drama for example.If in doubt, Google it. -
or even more to an extreme, a film with very high action sequences, particularly explosions, avalanches, ect, that type of thing will REALLY push up the needed bitrates...or racing scenes in movies....also a little note too, animated stuff GENERALLY requires a lower bitrate (im not speaking of the CG animated stuff either, as i havent dealt with that enough to know what that does bitrate wise)
