Assuming you DON'T have outlier spikes (so RMS fairly close to Peaks), and assuming your RMS hasn't been Normalized yet, you should just:
    1. Demux the video & audio & decode/load audio into audio editor
    2. Normalize your audio to -1dBFS
    3. Re-encode your audio (at similar, if not somewhat higher bitrates, using original codec type)
    4. Re-mux you newly normalized audio with your original video

This is the best you can do for the FILE ITSELF. The rest that could be done would be to the playback system (app settings, OS & driver settings, interface settings, external amp settings, speaker settings, room & closeness to speakers).

Understand also, that ANY time you raise the level for the signal, you are ALSO raising the level of the background noise. If your level needs to be raised a LOT, the noise will ALSO be raised a lot, making it very noticeable.

  5. VLC allows volume up to 200 percent. MP3Gain can losslessly increase the volume of MP3 files. AviGain can do the same for MP3 audio in AVI file. AC3 filter lets you set a gain up to 20 dB.

    Thanks :
With VLC I was able to get it up by 125% ,
but when I converted it , there was no sound .
So , I played original back and recorded .mp4 with Ocam (freeware) and voila , 125% .
But yes there is lots of background noise ..vm
