I am wondering if there is software that will edit out commercials from recorded video. Is there anything out there, whether commercialware (Ironic, huh?) or freeware, or even shareware, that would edit them out?

  3. Depends on what you're dealing with.

If MPEG2 transport streams, then HDTV2MPEG2 (free) can scan for and edit out adverts. It's getting a little long in the tooth, but can do the job. Not sure, it's been awhile, but doesn't this one use comskip?

If H264 transport streams, then tsSniper (free) can do it, but it's all manual, it can't scan for adverts. Probably the best free H264 cutter (dunno if it quite qualifies as an editor). It can also cut MPEG2 transport streams.

Those are just two examples. You need to provide more information.
    Pull! Bang! Darn!

Not free, but there's always the popular and affordable TMPGenc Editor v3 frame-level editor. Also has a few effects. Many free editors (but not all) will cut only on key frames with MPEG. TMPGenc accepts a variety of MPEG/DVD structures as input, including HD, Dolby, 5.1-channel, SD, 16:9, etc. Like many MPEG editors it requires Microsoft.Net Framework 3, but that's free from Mr. Gates. Works with XP thru Win7 32-bit.
