Removing artifacts

Hello all, i'd like to remove some artifacts my VGA is adding to the videos i record from a game using FRAPS, an example can be seen here :

Is there any free tool that i can use? the noise removal filter of MPEG Video Wizard DVD 5.0 seems to be doing a decent job at it but it allso removes all the game gui text (its the same colour), and i cant limit the filter to only parts of the frame.
