    I got TEMPGEnc Plus 2.5 for MPEG-2 creation for DVD but find I haven't used it in a long time since getting Vegas Pro 8. Is there any reason to use TEMPGEnc instead of Vegas Pro?

Some people donīt like the built-in encoders within editing programs, also stand alone programs like TEMPGEnc can be more flexible (more parameters to set, etc) You can make a test in both if you frameserve the video on your timeline from Vegas to TEMPGEnc (with Debugmode FrameServer for instance) as well as rendering the same video using the Vegas encoder, then see which one you like better.
