    The President has signed the Satellite Television Extension and Localism Act Reauthorization (STELAR).

    The CableCARd rule, which separated security from the set-top, will now expire on 31 Dec 2015.

    The bill does not do away with the regulation that requires cable operators to have CableCARDs available to consumers for self-installation in customer-owned equipment like TiVo's and CableCARD tuners.

    Also, there is still a huge base of cable boxes and cable DVRs with CableCARDs installed. They have to replace those before eliminating CableCARD support entirely.

    Bottom line: If someone uses a TiVo or CableCARD tuner, it isn't going to stop working on January 1, 2016 because CableCARDs won't be required for cable DVRs and cable boxes anymore starting on that date.
