Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Depends on how much control you want over the whole process. If you just want a basic dvd with simple or no menus then look at avstodvd.
If you want more control over the final product you can learn to use programs like HCenc, wavi/aften, and guifordvdauthor.
All of which I've mentioned are free!
There are commercial products that do well also but I'll let others give suggestions there as I predominately use the freeware apps.

Yes, I want to burn a DV capture to DVD for my father, no frills. The only thing I need is the conversion to happen (also a way of burning the DVD that won't re-convert it).
