I have a lot of home movies that I converted to mpegs that play on my DVD player. I have since bought a new DVD player and it will not play my mpegs. Is there a way to create VCD with the correct vcd file structure instead of just the single mpeg file?

VCDEasy can, as well as Nero.

Assuming your mpegs are VCD compliant (see "what is vcd" over there <-<-) then they just need to be authored and burned. VCDEasy can do that and so can Nero.

Damn, beat me to it. Here's a list of guides.

Your old dvd player would play MPEGs off a data disc ? WOW! Why did you get a new DVD player ?

VCDEasy and/or Nero can do the job for you. As suggested above, you might want to make sure that your files are VCD compliant in terms of bitrate etc. If need be TMPGEnc can re-encode the files to be VCD compliant.
    If in doubt, Google it.
