  1. How fix this flashes in my video recorded from projector?

  2. You fix it by correctly syncronizing the camera with the projector. The machines that do it properly cost from hundreds to hundreds of thousands of dollars.

    Try using a slower shutter speed, and if you have a variable speed projector, slow it down until the flashes disappear.

  3. I can't record this video again. This video was recorded by another person. I want improve it quality somehow, at least decrease brightness difference between frames.

    Another approach would be to use compositing modes. Here I put copies on two tracks. I set the compositing mode of the 2nd track to "Difference" and adjusted opacity to 50%. The top-right is the adjusted track.

    I used Aviutl for this:
