Does burning software HAVE to have "Video CD" option?

If I use Easy Cd creator 3.5, can i just burn the .bin and .cue files to a cd-r or cd-rw as simply a data cd? will this process allow me to make a vcd, or does the VCD creator option do special operations that are needed in making one? thank you

I think that if you really want to make a VCD 2.0 (Compliant) you need burn your .mpg file using a special operations inside the soft. Don't forget that VCD 2.0 needs some entries for working fine in DVD Players.
You can burn a CD-R as NO COMPLIANT way (like xVCD and others kind)but the problem is that some DVD Players can not accept (bad disk) or play wrong.
There's a important information about NO COMPLIANT in this site if you need.
For safe, I recommend burn it as a VCD 2.0 (Compliant).
