What exactly is this feature about when capturing in Premiere CS5?

Sets how many seconds to back up your tape before the inpoint to assure picture sound and timecode are properly locked when tape is rolling and capture start point is reached. Not applicable to tapeless work flows.

So i guess if my footage starts directly from the 00:00:00:00 point of the tapes timecode, setting a preroll to 5, means that the footage recording will start at 00:00:05:00. Meaning anything ont the tape before the 5th second will not be captured! Is that right?
