Actually taking it step by step:

    1. No Boot Chime when Power Button is depressed
    2. Several attempts finally get it to recognize power
    3. A small noise occurs when when it doesn't turn on.
    4. Available HD status is faulty, one minute the HD reports
5GB available, the next 50 GBs avaialble HD Space.
(The max a mini can hold is 1GB, so this actually points to
available HD/Virtual Memory Space, not Physical Ram).

Since power is apparently there, and #1 and #4 most definitley
point to faulty logic board, I would diagnose as a new logic board
after a half split, testing your power supply and HD on a
good known Mac Mini. Although I can't hear it, I would guess
that #3 is actually your logic board trying to tell you a POST
beep to let you know it is the logic board.

hope you got AppleCare..if so, what are you waiting for?
take it to the nearest ACRS.

If you dont have Apple Care (but your mini is under the one year limited warranty), buy it, wait thirty days, then report the problem to Apple.

  5. why wait 30 days?? If you are in the 1 year you have a warranty, be it a limited one, and if you buy the applecare you can call that day and report the problem.

Make sure you register your AppleCare online so you have confirmation your computer AND the AppleCare are in their system. Once that's done, the thirty day wait should not be necessary.

I'll bet it's not often one may write the words quoted above and expect them to make sense.
