I am trying to learn how to softsub a video, author those subs to the video, and finally burn that subbed video to a DVD. The video is in a foreign language, and I've searched everywhere for a purchaseable version with English subtitles...however I had no luck. So instead a friend of mine had a HD backup copy with just the Chinese subtitles. I was able to find sites that hosted the videos with subtitles online, so I was able to make the subs using Subtitle Workshop. However, since I know nothing besides how to make the subtitles on Subtitle Workshop, I don't know what steps will next be necessary to put these in DVD format. AvsToDVD can do it all. If you want a fancy menu then it may get a bit more complex.
It seems to be available with subs:
