How do I convert 29.970 fps audio to 23.976 with MeGUI?

Audio doesn't really have an "FPS"
You're implying that you want a 0.8x slowdown. (That's huge). Are you sure you want to do that ?
Can you provide some background information? -
The audio doesn't need to be changed since it relies on the time length of the video since 23.976 and 29.97 play at the same time length.

Yes I want to convert it because I got it from a video. I'm trying to convert the audio to .ac3 and then the video to .m2v. I read somewhere you have to "use the script as recommended by MeGUI that uses TIVTC, or perhaps the Decomb IVTC (Telecide/Decimate)" but I don't know how to do that.

No you don't. You just think you do. Not if you're still talking about the audio. The video length after an IVTC (23.976fps) will be exactly the same length as it started (29.97fps).
In the filters tab of MeGUI should be the way to set up an IVTC. I don't use it so maybe someone else can give you more specific instructions. -
Yeah because I don't think DVD plays 29.97. O.o

Yes it does. 29.97 is standard FPS playback for DVD. DVD at 23.97 requires 3:2 pulldown or telecine to match 29.972 spec. https://www.videohelp.com/dvd#tech
