When you cannot seek/Fast-Foward a mkv video, the unique solution is re-encode, or there is times it could be a codec problem ?

Generally, when you cannot seek in an MKV it's because whatever program made the file was disturbed before it finished and it never managed to write the index into the file. The BEST solution is not to re-encode (unless you mean start over again from the original source, that really is the best solution), it's to remux it with MKVMerge. But if the file was never completed, it's likely there's something missing from the end, so you really ought to just start all over again.

or player issue... are you using VLC? Can you seek in other players?

Well, my default player is MPC HC 1.7.4 but I tryed to play it on VLC (dummy option enabled and disabled). Re-encoding to .mp4 always solved mine issues about this, but I always asked why it happened. I thought it was codecs, but after updated them, no solution. Now after reading yours replies, which I thank you, downloading the MKVMerge solved it and it was a lot faster than re-encoding. Thank you.
