    two weeks I recorded a live Soul reunion gig for a friend however my camera I had found doesn't have a sound level input so I couldn't adjust the sound level within the hall next to the speakers. Is there a tool or filter that will help reduce the amount of distortion record on the mini tape in Adobe Premiere or any other packages that would help to balance out the sound?

    It's very unlikely that you'll be able to reduce the clipping enough to make it bearable. The technology you want to search for is called de-clipping or clipped peak reduction.
