  1. I would like to try converting an MPG or AVI to MKV.. splitting it then joining it.

    I would like to use the command line to do it

    I downloaded MKVtools.. but I don't see which if any of these EXEs are appropriate for converting for example.

    mkvinfo.exe
    mkvmerge.exe
    mkvpropedit.exe
    mmg.exe

    mkvmerge. And it's just muxing it to a mkv. No reconversion.

    They aren't. First consider of conversion is actually necessary. MKV can hold many different formats of video and audio. For example, Xvid/Divx encoded AVIs can be repackaged without re-encoding, saving time and saving the need to reduce quality. You really only need to convert if you want to change the codecs being used by the video or audio, or to reduce the size. If you must re-encode, consider ffmpeg, then use mkvmerge to create the MKV file from the encoded elements.
