setting MPEG-4, H.264 video
avi file: e.g. 250 MB
if set to (high quality)
mp4 file around 65MB
if set to (very high quality)
mp4 file around 170MB
if set to (very high quality)
mp4 file over 220MB
does anybody now how
to alter these settings to
end up with files around
half the original size?

Though I'm sure there are more "technical" solutions (e.g. find a better encoder), this will certainly work if you can live with a "smaller" video.
First, check the original "size" of the film (720x576 / 320x240 / 1280x720, etc.). Then go to the WinFF "Video" tab (click the "Options" button at the top right to see it in case you can't).
There you can set a smaller "Video Size". Of course you can also reduce the bitrate, frame rate, etc. too.
