Hi, New here, my first post. I am editing video from a Canon camcorder in Premiere and Vegas 12 and getting the same issue on the rendered video from both programs. On playback in windows and on YouTube I am getting intermittent black bars appearing for several seconds on the sides of the video and then disappearing. I am not sure if they are part of the rendered video or artifacts generated by the players, but they seem to happen at the same time each time in the vids during playback. The encroaching bars are about a quarter of an inch thick. Please help if you know anything about his phenomenon. Thanks!

Check "Stretch Video To Fill Frame" in the render box.
The reason it happens is your project settings don't match the media exactly. A few pixels difference on the borders.
