there is a movie i have rec off tv it is full 16:9 1920x1080i but is progressive and it is upscaled but tv channel dose such a kinda nice job when they upscale i would like to make it 720x480 16:9 what would be the best filter to get the best looking video
i know how to convert videos ect been doing it for years
just need to know a good filter
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

BilinearResize() if it's sharp. A sharper resize if it's not. Like BicubicResize(), LanczosResize(), Spline64Resize(), etc. You risk creating oversharpening halos with the sharpening resize filters.
