Is there a program out there that can span a series of DVD-R discs in the most efficient manner? I have a series of videos that I want to burn on the fewest DVDs as possible.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

No, I should really avoid typing things after drinking.
I'm trying to make the most efficient use of the dvd-r discs, and was hoping there was some software out there that did this for me. -
Short answer - No.
Somewhat longer answer - You can do it yourself if you're willing to do the work, but nobody has written a program for this task because basically almost nobody but you wants to do this and there are too many variables involved to make this practical. I could quite probably get 20 or maybe even many more videos on a single DVD-R but you're not going to be happy with the results. If you know how many videos you want to put on a single disc there are programs that will convert them to DVD for you. -
If they are video "clips" and you are burning them as DATA then by all means there are programs for that.

If I understand you, you want to burn more than one movie on the same disc.
I do this all the time - Use Dvdshrink > go to "reauthor" and import the movies from your hard drive.
Go to "compression settings" and reduce until the green line is all you see.
You can burn two movies this way, but the output may be reduced and not to your liking.
Give it a shot. -
