It depends on where it came from and what format it's in.
1. You may not have the required codec installed (unlikely)
2. You downloaded the video track only (eg. Youtube does separate video/audio streams at some resolutions).
3. download is corrupt.
Post a MediaInfo report...no-one here is a mind reader. -

You need to post the complete MediaInfo text with the audio stream information.
I'm willing to bet that Windows Media Player is trying to play back the AC3 audio stream in a mp4 container which
it does not like.

Good chance you win your bet. WMP 12 plays AAC natively, or so the specs would have me believe.
You could try installing ffdshow and see if your files play then. Few people on here use WMP and they will advise you to change to one of the free players: MPC-HC, VLC, Pot Player...the list goes on. They are just better. If you use the portable version of MPC-HC it wont alter the codecs, or alter any settings in your system. Everything is self-contained and it will play just about anything. -

Only WMP 12 is (supposedly) able to play it. None of the earlier versions could.
Convert the AC-3 to Mp3@320 kbps and remux the video with just the mp3 audio.
You could try playing the demuxed AAC and AC-3 audio files in WMP. If one plays you could simply remux that instead.
It might have nothing to do with the actual audio files themselves, just the fact that there are two streams in the file. -
either install a better media player or install "AC3 filter" which will allow you to play AC3 in your player
