Check your startup programs and see if anything tries to run the cmd.exe. Go to the start menu and type msconfig and then check under Startup.

Have unsuccessfully tried that .... thank you for your response .... OS XP3

In Windows XP, cmd.exe is located in C:\Windows\System32. Check to see that it's there.
cmd.exe should not run on bootup unless you've installed software that does it (Nero, some iTunes downloaders and other download apps, etc.). If it doesn't appear in your startup folder or msconfig, it's likely malware or key logger pests that are in your system. Download the free Malwarebytes and run the scanner. http://www.bleepingcomputer.com/download/malwarebytes-anti-malware/- My sister Ann's brother -
btw. AutoRuns (https://technet.microsoft.com/en-us/sysinternals/bb963902.aspx) is a free little tool which allows to see (and modify) what is run during start-up.

JE SUIS CHARLIE !!! -
I Disable all the startup programs, to run the machine faster.
..and turn on only the programs I want to use on a session as I need them (if) ...manually.
cmd is at:
My Computer > Local Disc ( C: ) > WINDOWS > system32 > ...Under all the files [1/6 down] > cmd > Open
...or Send to > Desk top (create shortcut)
...or Run... > cmd > enter
I keep it on my (left) start-menu for easy access.
Good luck.Last edited by DJ_ValBec; 2nd Feb 2015 at 16:54.

"Cannot find cmd.exe" can be caused by a couple of things that I know of.
1) Your Windows installation may be corrupted. If you have the ability to restore from a backup made BEFORE you started seeing the error you might try that. Or you can boot an XP install disc and attempt a repair/recovery operation. I've not personally found that to be very useful, but others report that it has worked fine for them.
2) You may have malware and/or a virus that is causing this. You should scan with something like Malwarebytes and see if cleaning up your PC helps to get rid of the problem. -
msconfig solved my problem, cmd.exe was not mentioned, I selected normal start-up and that fixed the problem.
Thank you to all members who responded, very much appreciated.Cheers from downunder.
