Need help please to create custom menus and Arabic subtitles

Kindly I need your support to choose a suitable software. the features i needed are
1- create chapters
2- create a custom menu (play & resume + choose chapter + audio setting + subtitle setting )
3- supports Arabic subtitles files (ex: srt. ass. .....etc)
i tried adobe encore cs6 it was great in menu but it doesn`t support Arabic subtitle files (letters appear non-arranged ) i tried DVD flick it supports Arabic but its menu is bad and poor

Adobe Encore cs6 support arabic subtitles
just export in Subtitle edit to Adobe Encore FAB image script


Then import in Adobe Encore cs6 as FAB image script

Notice that DVDStyler defaults to create the menu in the VMGM domain and that you can't choose chapters, subtitles etc from this domain unless you use "create jumppads". Also to hardcode your subtitles you could use use an avisynth script like this:
