I have been told to convert DTS to WAV using eac3to and then use SurCode for Dolby Digital® 5.1 Encoder and Decoder. Of course this way is for getting the best results. Any thoughts? Or is it even worth converting to WAV first and then encoding to AC-3.
I have also been looking into ffmpeg for converting.

For decoding you should have the ArcSoft DTS Decoder which comes e.g. with their MediaTheatre suite.
There's no need to decode to wav and then back to AC3. Go right at it. Since AC3 only supports up to 6 channels eac3to has the "-down6" switch which downconverts 7+ channel audio to 6 channel files.Das Leben ist eine Nebelwand voller Rasierklingen. (C. Bukowski) -

So Eac3to is what you are looking for. By default bitrate for Dts to Ac3 is 640. If you want lower bitrate, add this in the custom options: (example: -448). If you need other command, you can find whatever you want here http://en.wikibooks.org/wiki/Eac3to/How_to_Use
